General Summary:

Provides guidance and assistance in areas of Employment, Compensation, Classification, discipline, and employee relations for Civil Service and Extra Help positions. Coaches and counsels' supervisors and administrators regarding policies and procedures related to recruitment and selection, probationary periods, layoffs, promotions, discipline, performance issues and other personnel actions. As part of a team with other Human Resource professionals, collaborate and participate in group and cross-functional initiatives and provide constructive support pertaining to the duties and responsibilities of the position.

Duties and Responsibilities:

 Carries out the policies & procedures of the State Universities Civil Service System (SUCSS) relative to class/comp for Civil Service (CS) positions. Interprets and disseminates information from SUCSS statutes and rules as well as CS and University policies and procedures. Review job descriptions and make determination as to whether positions should be classified as civil service or administrative professional, exempt or non-exempt, based upon policies and procedures. Recommend alternate classifications, conduct salary/equity studies and provide recommendations relative to pay within the context of the campus community and comparable institutions, and provides information to SUCSS for reporting purposes. Partner with University departments by assisting them in filling departmental vacancies for Civil Service an Extra Help positions; prepare documents, postings, and advertising through the online employment system. Facilitate hiring paperwork for all new hires. Conducts position audits and make determination as to the proper classification. Responsible for administering on-boarding process for new Civil Service employees and exit meetings for separating Civil Service employees. Answers general benefits questions in accordance with CMS, SURS, and University policy and procedures. Administers various employment-related polices including background checks, post-offer pre-employment physicals, salary survey, FLSA, equity studies, E-Verify, annual CUPA survey, salary incrementation process, etc. Code paperwork with Civil Service codes to reflect new hires or changes to current appointments. Responsible for ensuring accuracy and completeness of employment related data. Work with data entry staff to resolve questions or discrepancies related to data/systems. Counsels’ various constituents (administrators, supervisors, employees, and applicants) on both internal and external (SUCSS, etc.) policies and procedures. This includes policies and procedures related to hiring, probationary periods, layoffs, promotions, and other personnel actions. Provides counsel on dept. reorganizations.

Attends negotiations and performs analysis and research pertaining to labor and/or employee relations issues. Coaches and counsels' supervisors and administrators regarding policies and procedures related to discipline and performance issues. Conduct HR level pre-disciplinary meetings for departments within the area served and determine/issue appropriate level of discipline. Attend grievance meeting that was because of formal discipline issued.

 Works with Testing Coordinator to ensure SUCSS policies and procedures are being carried out and suggests areas for improvement. Train departments/units on various topics and process, especially those related to recruitment, selection and hiring, e.g., Selection Process Training. Relative to Employment related policies (including background screening) review and make recommendations, suggesting areas for improvement based upon departmental needs and best practices. Both individually and as part of a team review, collaborate and recommend process, policy and workflow improvements/changes to ensure exceptional standards of customer service, quality of work, and the overall effectiveness/efficiency of service that is provided. Responsible for reviewing/developing new classifications as needed, establishing or modifying appropriate pay grades based upon review of similar positions following consultation internally, with other universities, and developing civil service Intern programs. Contacts other universities or employers researches the Internet or professional publications for the purpose of determining proper classifications/pay grades and to compare institutional policies and procedures. Assists in compiling data for salary surveys and equity studies.

Required Qualifications:

  1. Bachelor’s or equivalent degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  2. Two (2) years of full-time (or part-time equivalent) work experience performing professional-level human resources duties. The two years must have included experience in providing guidance and assistance to supervisors in the areas of compensation, classification, qualifying applicants, interviewing, and hiring.
  3. Demonstrated ability to effectively manage multiple priorities on a daily basis.
  4. Must have strong oral and written communication skills.
  5. Must have the ability to understand and interpret applicable state and federal laws.
  6. Must have the ability of exercising professional judgment on a consistent basis.
  7. Must have the ability to organize, analyze and interpret data and have strong attention to detail.

Rate:

$27.14 per hour
