Job Description:

The Transportation Manager provides direct, daily management of all transportation services.  This is accomplished by providing supervisory oversight of and support for vehicle operators and transportation supervisors; administrative oversight of the Transportation Department including collecting, reviewing, and analyzing transportation data; reviewing and analyzing department policies and procedures; and managing the provision of high-quality transportation services to our community.  Other duties include preparing reports, managing the Transportation Department budget and collaborating with Safety and Training, Service Delivery, Marketing and Maintenance departments to manage emergency and weather related responses, special events and other issues involving the Transportation Department,.

Wages:

$75,000 – $85,000 annually, dependent on qualifications

Responsibilities and Duties:

  • Manage and support the Transportation Department staff, including Operators, Supervisors, and Schedulers.
  • Manage the system wide delivery of on-street transit services, including the development of methods and procedures to maximize service reliability and respond to and correct service disruptions.
  • Manage the coordination and effective and efficient assignment of Transit Operators.
  • Direct on-street supervision and maintain quality control of transit system services.
  • Supervise and support Transportation Department staff, with input from the Safety and Training Director, in their response, investigation, and reporting of accidents and incidents involving Connect Transit vehicles.
  • Independently evaluate and determine the training needs for Transportation Department staff; Work with the Safety and Training Director to coordinate additional training that will further develop the staff’s skills and capabilities.
  • Determine Transportation Department’s headcount, manage employee turnover, and oversee the hiring, discipline, and retention of Transportation Department staff.
  • Ensure transit services are compliant with federal, state, local, and ADA laws, regulations, and policies.
  • Work with Deputy Managing Director and other applicable staff to formulate and implement transit service policies and procedures.
  • Assist in maintaining inventory of transit system bus stop locations and related amenities.
  • Supervise the preparation of daily, weekly, and monthly transit service statistical reports and collect data for annual National Transit Database report.
  • Direct the counting and reporting of cash collection and farebox reconciliation.
  • Represent the transit system in labor management issues.
  • Represent Connect Transit at community events and meetings as needed.
  • Assist in administering the transit system’s drug and alcohol testing program in accordance with Federal Transit Administration regulations.
  • Assist in planning route changes, service additions and associated run cutting, turn-by-turn and paddle development, and Operator shift bidding.
  • Other duties as assigned.

Job Requirements:

  • Experience and Education:
    • Minimum five years’ experience in public transit operations including management and supervisory experience. 
    • Bachelor’s degree in Transportation, Urban Planning, Business Administration or related field preferred. (A combination of education and relevant experience is acceptable).
  • Licensure and Compliance:
    • Valid Illinois Driver’s License.
    • Acceptable driving record with no serious traffic violations in the last five years.
    • Ability to pass a federal background check and pre-employment drug test.
    • Ability to obtain and maintain a Class B CDL with appropriate endorsements.
      • After maintaining CDL for two years, obtain a Third-Party Certification Program Safety Officer License from Illinois’ Office of the Secretary of State.
  • Supervisory and Leadership Abilities:
    • Ability to schedule, coordinate, and supervise the daily work activities of a large group of employees.
    • Demonstrated ability to lead, supervise, and develop staff, fostering a productive and positive work environment.
    • Experience in implementing training programs and coaching employees for professional growth.
    • Develop the annual and long-range budgets for the Transportation Department.
    • Manage a project from design to development, implementation and close-out.
  • Analytical Skills:
    • Ability to formulate and evaluate KPIs and performance benchmarks to assess and optimize transit service delivery.
    • Capacity to analyze data and prepare professional reports for management, boards, and external stakeholders.
    • Formulate specific objectives and benchmarks against which transit service results will be compared and evaluated.
  • Communication and Presentation Skills:
    • Proven ability to communicate effectively with staff, leadership, and external partners verbally and in writing.
    • Ability to collaborate, discuss ideas respectfully, and work effectively as part of a team.
    • Make effective, professional presentations to Connect Transit management and outside organizations.
  • Technical Proficiency:
    • Proficiency in Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint) and other relevant software tools.
    • Ability to use communication equipment effectively, such as two-way radios, mobile tablets, and cellular phones.
  • Regulatory Knowledge and Compliance:
    • Ability to interpret and apply federal, state, and local laws governing transit operations.
    • Ability to understand labor contract provisions and effectively enforce collective bargaining agreements.
    • Interpret and apply laws, regulations and labor contract provisions.
  • Strategic and Budgeting Skills:
    • Proficiency in strategic planning for operational needs, including forecasting resource needs and service demands.
  • Collaboration and Relationship Management:
    • Demonstrated ability to establish and maintain effective working relationships with internal departments, union represented staff, contractors, and government agencies.
    • Ability to coordinate with outside agencies and vendors as needed.
    • Establish and maintain effective working relationships with other transit system departments, collective bargaining unit members, outside contractors, vendors and other government agencies.
  • Work Conditions and Flexibility:
    • Ability to work independently while taking direction effectively.
    • Ability to maintain excellent attendance.
    • Schedule flexibility to work when needed, including nights and weekends, as dictated by service or operational demands.

    • Theories, principles, and practices of transit and transportation planning, design and bus operations.
    • Applicable federal, state and local rules and regulations governing bus operations.
    • Requirements associated with transit system acceptance of federal and state operating funding.
    • Theories, principles and practices of public policy and decision making.
    • Laws governing Workers Compensation and Family Medical Leave Act.
    • Theories, principles and practices of organized labor relations.
    • Theories, principles and practices of effective supervision and management of personnel.
    • Strong understanding of performance management tools and data-driven operational decision-making.
